Cookie and Similar Technologies Policy
This policy concerns the "cookies" and other similar technologies used, as applicable, on the websites https://tollpass.bg, https:/vinetki.bg, https://accounts.itsbulgaria.com and through the mobile applications ("Platforms"), managed by Intelligent Traffic Systems AD, headquartered in Sofia, 1407, Lozenets district, EOS Center, 53B Nikola Y. Vaptsarov Blvd., 4th floor, office 6 (hereinafter referred to as ITS). Cookies are used for the following purposes:
- to operate the Platforms,
- to analyze user behavior on the Platforms,
- for advertising purposes.
This policy complements ITS’s privacy policy concerning the protection of personal data, which you can find in the "Privacy Policy" section and the General Terms and Conditions that we recommend you read. These include additional useful information such as the responsibilities of ITS’s Data Protection Officer, all purposes of personal data processing, your rights, and their limitations and exceptions. Ensuring adequate personal data protection is a key commitment for ITS. We aim to be as clear and transparent as possible in our handling of this matter. For any questions, please contact us at support@tollpass.bg and info@vinetki.bg.
What are cookies?
Cookies are small text files consisting of letters and numbers that are stored on your computer, mobile phone, or other terminal equipment when you access the internet. A cookie is installed through a request sent by the user’s terminal to an ITS server or a third-party server.
What are cookies used for?
These files generally allow the user’s terminal to be recognized and content to be displayed in a relevant way, adapted to user preferences. Cookies ensure a smooth user experience and help ITS provide services tailored to users, such as online privacy preferences, shopping cart, or targeted ads. They also assist in compiling anonymized aggregated statistics that help us understand how users interact with our websites, enabling improvements in structure and content without identifying individual users.
What types of cookies do we use?
We use two types of cookies: session cookies and persistent cookies. Session cookies are temporary files that remain on the terminal until the end of the session or the application is closed. Persistent cookies remain on the user’s terminal for the period defined by the cookie parameters or until manually deleted by the user.
How are cookies used by the Platforms?
When visiting the Platforms, the following types of cookies may be set:
- Cookies necessary for the operation of the Platforms;
- Analytics cookies;
- Advertising cookies.
Cookies and/or other necessary technologies are essential for the proper functioning of the Platforms and are set on your device when you access the Platforms or based on actions taken on the Platforms. You can set your browser to block cookies, but some parts of the Platforms may not function correctly as a result.
Do cookies or similar technologies contain personal data?
Cookies or similar technologies do not in themselves require personal data to function and often do not identify internet users. However, in some cases, personal data may be collected through cookies to facilitate certain user functions or to tailor the user experience. This data is encrypted in a way that makes unauthorized access impossible.
What are other similar technologies?
There are other technologies that can be used for the same purposes as cookies. ITS uses Local Storage as a similar technology.
Blocking cookies
If you choose to block cookies, some features of the Platforms will be disabled, which may cause malfunctions or errors. For example, blocking cookies might prevent you from:
- placing online requests (for services available on the Platforms)
- logging into your account
If you accept these limitations and still want to block cookies, follow the instructions below:
Most browsers are set by default to accept cookies, but you can change your settings to block some or all cookies. Choose your browser from the list below to see the instructions after opening the browser.

Managing cookie preferences
Typically, an application used to access web pages allows cookies or similar technologies to be stored on the terminal by default. These are stored for the periods described below. These settings can be changed to block the automatic management of cookies by the browser or to notify the user when cookies are sent to their device. Detailed information about managing cookies can be found in your application’s settings (browser). Restricting cookies may impact some features of the Platforms.
Why are cookies and/or similar technologies important for the Internet?
Cookies and similar technologies are central to the efficient operation of the internet, helping to create a friendly and personalized experience tailored to each user's interests and preferences. Refusing or disabling cookies may render some Platforms or parts of Platforms unusable. Disabling cookies does not mean you will no longer receive online advertising — it only means it will not be based on your browsing preferences and behavior.
Examples of important uses for cookies (which do not require account-based consent):
- Content and services tailored to user preferences — product categories and services
- Offers based on user interests
- Storing passwords
- Storing child protection filters (family mode, safe search functions)
- Limiting ad frequency — limiting the number of times an ad is shown to a user on the Platforms
- Providing relevant advertising to users
- Measuring, optimizing, and adapting analytics features — e.g., confirming a certain level of traffic, what content is viewed, how users arrive (search engines, direct links, etc.). These insights help improve the services we offer.
Security and privacy considerations
Browsers generally include built-in privacy settings that provide different levels of cookie acceptance, duration, and automatic deletion after a visit.
Other cookie-related security considerations:
- Customize your browser cookie settings to match your comfort level with cookie security
- If you are the only person using a computer, you can set longer durations for storing your browsing history and login data
- If you share access, consider setting your browser to delete browsing data each time it is closed
