International transport in Europe is no longer what it was a decade ago. Each country develops its own toll system, requires a separate contract with a local operator and imposes the use of a specific on-board unit. For drivers and companies whose routes cross 5, 7 or 10 borders, for many years this meant one thing – different OBU devices on the dashboard, separate invoices from each operator and chaos when accounting for costs.

TollPass EETS solved exactly this problem. The service allows carriers to pay tolls across most of Europe with just one contract, one provider and one on-board unit – TollPass EUROBOX.

In this article we will look at what EETS is, how TollPass EUROBOX works, in which countries the service applies and why thousands of Bulgarian and European carriers already use it every day.

What is EETS and why it matters for the transport industry

EETS (European Electronic Toll Service) is a European Union initiative that aims to unify road tolling across the member states. The idea is simple but revolutionary: a carrier should be able to travel across the whole of Europe using just one certified on-board unit and just one contract with an EETS provider.

Before EETS was introduced, the reality was completely different – each country had its own toll system, running on its own technology and its own OBU. A driver on an international route had to manage several devices at the same time, keep track of which one works in which country, maintain separate prepaid balances and often lose time at border crossings activating local services.

EETS changes this by putting interoperability between national toll systems first.

TollPass – a certified EETS provider

Behind the TollPass platform stands Intelligent Traffic Systems (ITS) AD – the company that has been an official partner of the Road Infrastructure Agency for electronic tolling in Bulgaria since 2018. In 2021, ITS was also certified as an EETS provider for Europe, making TollPass the first Bulgarian solution for unified tolling on the Old Continent.

This matters for several reasons:

  • A Bulgarian operator means support in Bulgarian – contact centre, documentation, contracts and reports.
  • Invoicing follows Bulgarian standards, which makes accounting easier for local transport companies.

TollPass EUROBOX – one on-board unit, a whole continent

At the heart of the service is TollPass EUROBOX – a new-generation on-board unit that simultaneously supports the two main toll technologies in Europe:

GNSS (Global Navigation Satellite System)

A satellite technology in which the device determines the vehicle’s position in real time and automatically calculates the kilometres travelled on the tolled road network. This technology is used in Bulgaria, Germany, Belgium, Poland, Hungary, Slovakia and the Netherlands.

DSRC (Dedicated Short-Range Communication)

A technology for short-range radio communication between the on-board unit and a toll gantry on the road. It is widely used in Italy, France, Spain, Portugal and Austria, as well as for tunnels and bridges.

Since TollPass EUROBOX supports both technologies, the carrier does not have to think about which country uses which system – the device switches automatically depending on the location.

Coverage: in which countries TollPass EUROBOX works

With a single on-board unit, drivers can now pay tolls automatically in:

  • Bulgaria
  • Hungary
  • Austria
  • Germany (including the Warnow and Herren tunnels)
  • Belgium (including the Liefkenshoek tunnel)
  • France
  • Spain
  • Portugal
  • Switzerland
  • Italy
  • Poland
  • Slovakia
  • Slovenia
  • Czechia
  • The Netherlands (with the introduction of the new toll system in July 2026)

The coverage also includes the Scandinavian Storebaelt and Oresund bridges – key facilities for routes to Denmark and Sweden. Denmark is expected to be added to the coverage soon, bringing it even closer to the full vision of seamless travel across Europe.

In total, TollPass EUROBOX covers more than 147 toll domains – motorways, tunnels, bridges, car parks and rest areas.

Who can use TollPass EETS

The service is intended for vehicles with a total weight of over 3.5 tonnes:

  • Trucks and heavy goods vehicle combinations
  • Buses for passenger transport
  • Light commercial vehicles over 3.5 t

This includes both large logistics companies with fleets of hundreds of vehicles and individual carriers and owners of single trucks who make regular international trips.
